(AP) — Walgreens has agreed to pay a $275,000 fine to settle allegations that some of its Vermont stores temporarily closed without notice, had untenable working conditions for pharmacists and made medication and vaccination errors during the coronavirus pandemic, the secretary of state announced. The Vermont Board of Pharmacy approved the fine as part of the settlement between the state Office of Professional Regulation and the national pharmacy chain, Secretary of State Sarah Copeland Hanzas said Wednesday, calling it a “big win for Vermont consumers.”“I am proud of the work our OPR investigators and attorneys have done to hold Walgreens accountable and to ensure safe conditions for patients and pharmacy staff," Copeland Hanzas said in a statement. Walgreens said in a statement Thursday that “it disputes the accuracy of the state’s allegations and admits no liability; however, we are pleased to have reached this settlement.”The fine follows an 18-month investigation after 70 complaints regarding conditions across Walgreens' 32 Vermont stores, the secretary of state's office said. LINCOLN, Vt. — The capital of Vermont — the state that often tops those “best states to move to avoid climate change” lists — was, until Tuesday afternoon, mostly underwater. Swollen by record-breaking rainfall, the Winooski River claimed nearly the entire downtown area of Montpelier late Monday. Swift-water rescue teams helped people escape from the upper floors of apartments not far from the gold-domed State Capitol. The receding water sloshing in our streets was ferried by storm tracks from fast-warming seas 1,000 miles south. The storm dumped four to nine inches of rain on towns up and down the Green Mountain State, where the ground was already saturated.

Global warming is accelerating, with temperatures not just rising but rising faster than ever. But it is simultaneously proving harder to compartmentalize — even in places such as New York City that once looked to residents like concrete fortresses against nature. Last weekend, it was Hudson Valley streets turned into swimming pools by supercharged rain and ravines disgorging landslides that those in New York City watched with a mix of horror and false relief. The flooding was “upstate,” we told ourselves, though by “upstate,” of course, we meant not even 50 miles north of the city. The United States Military Academy at West Point was briefly flooded by a once-in-a-thousand-years climate event.

As residents began to sift through ruined businesses, and hundreds of people sought temporary housing away from flooded homes, calls for search and rescue missions continued up and down the state, fueling an anxious, unsettled mood. “It was an apocalyptic feeling,” said Dylan Woodrow, 29, of Montpelier, who paddled his kayak through more than three feet of water there on Tuesday, asking people stranded in second-floor apartments if they needed help.
